First, I believe Radahn does NOT want to be Miquella's consort, and second, in the original japanese, Radahn was never called "consort", only "lord", so Miquella just wanted Radan to be his Elden Lord, not his consort.

The only thing needed to be a consort is to have gained an official status through intimate relationship. Before Miquella's ascension to godhood, Miquella requested Radahn to promise to be his consort if he honored his part of the marriage vow.
